On Tuesday 7 October, the Oxford Covered Market was delighted to welcome a delegation of 23 senior government representatives from Selangor State, Malaysia, during their study visit to Oxford hosted by Oxentia.
Led by the State Secretary and joined by heads of division across planning, development, and economic affairs, the group visited the Market to learn more about how Oxford City Council, local businesses, and the University of Oxford work together to support urban regeneration, heritage preservation, and local entrepreneurship.
A Living Example of Sustainable Heritage

The visit was guided by Dr Francesca Froy, Lecturer and Tutor in Sustainable Urban Development at Kellogg College, University of Oxford, who chose the Covered Market as a key example of a historic asset that continues to evolve and thrive.
Dating back to the 18th century, the Oxford Covered Market remains one of the city’s most distinctive and loved destinations — home to a diverse mix of independent traders, artisans, and food producers. Dr Froy highlighted how the Market reflects Oxford City Council’s commitment to nurturing bottom-up entrepreneurship and innovation, while preserving the heritage and character that make it unique.
The delegation explored how heritage spaces like the Covered Market can play a vital role in strengthening local economies, fostering creativity, and enhancing community identity — themes that resonate strongly with cities around the world seeking to revitalise historic centres in sustainable ways.
